Ontario's
Philosophy
International Student Exchange
- Ontario
is a registered not-for-profit corporation offering Ontario
students a variety of reciprocal exchange programs in Europe
and in Quebec. Affordable student exchanges with an educational focus were
first organized by the Ontario Ministry of Education in the
1970's and the Ministry continues to support such programs.
Included among the ISE
Ontario European partners are the Ministry of
Education offices that were exchange partners of the Ontario
Ministry until it ceased its involvement in student exchanges.
The primary goal of ISE Ontario is to
provide:
- the best
possible programs
- for the greatest
number of students
- at the lowest
possible cost
International Student Exchange - Ontario
administers its programs in co-operation with participating
school boards throughout the province. It is a school based
program and the primary goal is to develop the language skills
and increase the cultural awareness of participating students.
ISE Ontario is totally committed to providing a service to
students, families and teachers through a dedicated and
experienced staff working in close collaboration with reliable
and responsible exchange partner organizations, and with
Ontario
education authorities including board and school personnel.
The visiting and the Ontario students thus have contact persons to provide support during
both the hosting period and the period away from home.
By nature, student exchanges require organizing bodies in each
country to promote, oversee and administer the programs. These
organizations in each of ISE Ontario's exchange destinations
are Ministry of Education exchange offices, or private
entities that operate in tangent with government educational
ministries or with schools directly. These partner
organizations operate independently of each other and of ISE
Ontario, and set their own fees, candidate selection criteria,
program guidelines, conditions of participation and
communication networks. Each organization agrees to recruit
candidates for exchanges to take place on a predetermined time
line, to match students on the basis of common interests, age
and lifestyles, and to provide information and support to both
the visiting and hosting participants for the duration of the
exchange period. All exchange participants are given the name
and phone number of at least one contact person in the hosting
country.
Given the size of Ontario
and the number of students wishing to participate, the most
feasible way for exchange programs to operate is through the
individual member school boards. Each participating board
appoints a "board co-ordinator for exchanges" who is
responsible for all aspects of the exchange program at the
board level for both the Ontario
and visiting exchange students. Each participating school in
turn selects a teacher who co-ordinates exchange activities at
the school level. Student participants in these programs thus
have contacts within their own schools who can answer
questions and help to deal with any questions or problems
which may arise. Information for families is generally
distributed through the board co-ordinator and/or school co-ordinator.

PRESIDENT
Robert Graham
Robert Graham was a teacher of
French and German with the former Grey County Board of
Education and then assumed the position of consultant in
Modern Languages. He subsequently spent eight years with the
Ministry of Education and Training as an education officer in
the Northeastern regional office. In Toronto, he was the executive assistant to two deputy ministers of
education and spent three years as coordinator on the Royal
Commission on Learning. His experience with exchanges dates
back to the 1970s and he served on the Provincial Committee of
Exchange Co-ordinators during the period when the Ministry
managed the program. Robert served as Vice President of ISE
for 7 years before assuming the role of president.
VICE PRESIDENT
Maureen Cunningham
Maureen Cunningham taught
German and French with the York Region DSB and was Moderns
Department head for many years. Her experience with student
exchanges dates back to the 1970's, and in the 1980's she served on the Ministry
of Education's Provincial
Committee of Exchange Co-ordinators. She spent a year at the
Ministry as Education Officer in the Special
Projects Branch, administering Ontario student exchange
programs provincially, in the final year of the Ministry
of Education's direct involvement in the
delivery of student exchange programs. Since her retirement
Maureen has continued her work with York Region's
international programs.
SECRETARY TREASURER / PROGRAM DIRECTOR
Bea Harper
Bea Harper taught at the
secondary and elementary level with the Separate and Public
School Boards in Barrie
and then held the position of Consultant for French as a
Second Language in the Simcoe County Board of Education for
many years. During this period she taught French as a Second
Language Additional Qualifications courses for several
Faculties of Education, and French Language courses for Wilfred
Laurier
University. Her experience with exchanges dates back to the beginnings
of the programs in the 1970's, and she served on the Ministry
of Education's Provincial Committee of Exchange Co-ordinators
during the 1980's. She has provided provincial leadership in
the organization of Exchange Programs since 1990, when the
Ministry first divested its student exchange programs.
